CSRD Seeking Comments

The Columbia Shuswap Regional District (CSRD) is working on making changes to the Official Community Plans and zoning bylaws to allow for increased flexibility in the number and size of secondary dwelling units and the size of accessory buildings permitted.

Seeking comments from industry professionals working in construction, sewage disposal, water utilities, and building design

  • Sewage disposal and considerations when adding a secondary dwelling unit to a property. This is of particular interest for smaller properties serviced by on-site sewage disposal.
  • Capacity of existing community sewer systems to accept additional flows.
  • Water servicing including capacity for connections in areas that have existing water systems.
  • Regarding the maximum floor area being proposed for secondary dwelling units, is the size appropriate for a small 3-bedroom dwelling?  
  • Is it appropriate to allow detached secondary dwelling units as well as attached secondary dwelling units (suites) in higher density communities with small lots such as Blind Bay/Sorrento or Swansea Point?
  • Is the number of secondary dwelling units for the parcel sizes outlined appropriate? Should this table be broken down differently?
  • Regarding the maximum floor area and height being proposed for accessory buildings, are the maximum sizes proposed appropriate for the parcel sizes as outlined? 
  • Are the definitions easy to understand?
  • Are there additional considerations that have not been included in our analysis that you think we should be looking at?
  • Any other relevant comments?

This project affects 10 bylaws across CSRD Electoral Areas B (Rural Revelstoke), C & G (South Shuswap), D (Ranchero-Deep Creek/Salmon Valley), E (Rural Sicamous), and F (North Shuswap).  These bylaws do not apply to Electoral Area A (Rural Golden) or to the municipalities within the Regional District (Salmon Arm, Sicamous, Revelstoke, Golden).

The project will unfold in 3 phases, which includes the Official Community Plan and three zoning bylaws covering Electoral Area F (North Shuswap).  The general framework for the new regulations is intended to be the same throughout all Electoral Areas to the extent possible. The consultation process is occurring at Phase 1 and input received will guide staff in making further changes to the Phase 1 bylaws which would be applied to Phases 2 and 3 as well.
